"In the past, taxpayers have only funded three to four percent of the water infrastructure and the rest was paid by [metro water agencies]. This bond is setting a dangerous precedent because taxpayers and the state are going to pay 50 percent," says Jim Metropulos, a senior advocate with the Sierra Club.
